New York, NY – The United Nations Security Council has passed a resolution endorsing key elements of a Gaza peace plan, marking a potential turning point in the two-year conflict between Israel and Hamas. The resolution, approved with 13 votes in favor, mandates a transitional administration and an international stabilization force (ISF) in Gaza, envisioning a “credible pathway” to Palestinian statehood. Russia and China abstained, citing the plan’s lack of Palestinian participation and perceived vagueness.
The resolution authorizes a 20-point peace plan, paving the way for a ceasefire between Israel and Hamas on October 10. The ISF would collaborate with Israel, Egypt, and newly trained Palestinian police to secure border areas and demilitarize Gaza. A “board of peace” is also authorized, a transitional governing body for Gaza tentatively chaired by Donald Trump, with a mandate extending until the end of 2027.
Reactions have been mixed. Israeli Prime Minister Benjamin Netanyahu’s office welcomed the resolution, stating it would lead to “peace and prosperity” through demilitarization and deradicalization of Gaza, further integrating Israel with its neighbors and expanding the Abraham Accords. He also expects the release of hostages.
The Palestinian Authority hailed the resolution as affirming the Palestinian people’s right to self-determination and statehood, demanding immediate implementation to restore normal life in Gaza and prevent displacement, reconstruction, and prevent the undermining of the two-state solution.
Hamas, however, rejected the resolution, calling it an “international guardianship mechanism” that excludes them from governance and accuses the ISF of bias towards Israel.
International reactions varied. The United Kingdom emphasized the need for urgent action to open crossings and flood Gaza with aid, while France expressed support for ongoing peace efforts and the disarmament of Hamas. Russia voiced concern that the plan sidelines Palestinian participation and could lead to the separation of Gaza from the West Bank.
Trump lauded the resolution as a historic breakthrough, but made no direct reference to Israel, Hamas, or the Palestinians.
