India to Unveil Updated Climate Goals by Year’s End

Belem, Brazil – India will announce its updated Nationally Determined Contribution (NDC) and issue its Biennial Transparency Report (BTR) by the end of December, Environment Minister Bhupender Yadav announced at the COP30 U.N. Climate Summit in Belem, Brazil on Monday.

The NDC will detail India’s voluntary actions towards transitioning away from fossil fuels and improving energy efficiency, as required under the Paris Agreement. More than 100 countries have already submitted updated NDCs, with commitments to reduce fossil fuel use by 2035.

Minister Yadav emphasized that while India’s emissions are expected to grow, the rate of growth will slow annually. He also reiterated India’s previous NDC commitments from 2022, including achieving a 45% reduction in emissions intensity of its GDP by 2030, sourcing 50% of its power capacity from non-fossil fuels, and creating a significant carbon sink through increased forest cover.

However, Yadav stressed that developed countries must do more, cutting their emissions faster and providing significantly more affordable public financing to developing nations to aid in their energy transition. He pointed out the importance of fulfilling obligations under the Paris Agreement, specifically Article 9.1, which addresses climate finance.

The BTR, a first for India, will include information on national inventory reports, progress towards NDCs, climate policies, climate change impacts and adaptation measures, and levels of financial and technological support needed and received.

Experts emphasize that while the NDC is crucial, access to low-cost public finance remains a key obstacle to effective climate action. Vaibhav Chaturvedi, Senior Fellow at the Council on Energy, Environment and Water (CEEW), stated that additional steps are required for delivering on global emissions reduction targets.
