Ukraine Grapples with Blackouts After Russian Strikes Cripple Energy Infrastructure
Kyiv, Ukraine – Ukraine is scrambling to restore power and heating after a massive wave of Russian missile and drone attacks decimated the nation’s energy infrastructure, reducing generating capacity to zero. The strikes, which occurred overnight on November 8, 2025, targeted energy facilities across the country, leaving cities without electricity, heat, and water.
State power firm Centerenergo warned that generating capacity is completely offline, while Ukrenergo announced power cuts lasting 8-16 hours across most regions. While the situation has somewhat stabilized, continued outages are expected in Kyiv, Dnipropetrovsk, Donetsk, Kharkiv, Poltava, Chernigiv, and Sumy.
Ukrainian officials are reporting that Russia targeted two nuclear power substations, raising concerns about nuclear safety in Europe. Foreign Minister Andrii Sybiha has called on the IAEA for an urgent response and urged China and India to pressure Russia to halt the attacks.
Experts warn that the destruction of energy infrastructure leaves Ukraine vulnerable to heating outages as winter approaches. Russia has been systematically targeting Ukraine’s power and heating grid throughout the nearly four-year invasion.
The attacks on energy infrastructure put Ukraine at risk of heating outages ahead of the winter months.Kyiv’s School of Economics estimated in a report that the attacks shut down half of Ukraine’s natural gas production.
