Hyderabad Metro Phase Two Stalled? Union Minister Claims Telangana Government Lacks Clarity
Hyderabad, November 3, 2025 – Union Minister for Coal and Mines G. Kishan Reddy has cast doubt on the progress of Hyderabad Metro Rail’s Phase Two, stating that the Telangana government has yet to submit a revised Detailed Project Report (DPR) to the central government. This statement comes after the state government announced its intention to take over Phase One of the 69.2 km project from L&T Metro Rail Hyderabad (L&TMRH).
Reddy criticized Chief Minister A. Revanth Reddy, stating he “keeps talking about Metro Phase Two, but his government has not yet sent the revised project details or the agreement signed with L&T to take over Phase One.”
Last month, the Telangana government revealed its plans to pay ₹2,100 crore to L&T for their equity investment and assume approximately ₹13,000 crore of the project’s debt for Phase One. The move is intended to facilitate a Joint Venture (JV) with the Centre, unlocking access to multilateral funding, potentially from JICA, at a low interest rate of 2% for the proposed 76.4 km Phase Two expansion. This expansion, estimated to cost ₹24,269 crore, will cover five corridors across Hyderabad and Secunderabad.
However, G. Kishan Reddy claims the Centre has not been formally informed of the agreement with L&T. According to Reddy, inquiries with Union Minister for Housing and Urban Affairs Manohar Lal Khattar confirm that the revised DPR is still pending submission.
Significant questions remain regarding the integration of Phases One and Two, particularly concerning operational aspects like trains, revenue, and ownership structures. Phase One was developed under a public-private partnership (PPP) model, while Phase Two is intended to be jointly owned by the Centre and State governments.
The situation remains unclear, with key details about the project’s future direction and funding still unresolved.
