THIRUVANANTHAPURAM, INDIA – November 2, 2025 – Kerala has launched the second phase of its Extreme Poverty Eradication Programme (EPEP 2.0), aiming to dynamically identify families at risk of falling into extreme poverty and provide comprehensive support to those who have escaped it. The program builds on the first phase’s efforts to declare Kerala extreme poverty-free, ensuring families aren’t pushed back into vulnerable situations.

Minister for Local Self-Governments M.B. Rajesh announced a public helpline to report families facing extreme poverty. EPEP 2.0 emphasizes continuous support for self-reliance, establishing “safety net cells” in local bodies. Updated micro-plans from the first phase will serve as the basis for further actions, with ward-level committees playing a key role.

Self-help groups, organized through Kudumbashree, will promote income-generating activities, involving voluntary organizations and activists. The program targets a comprehensive social security net, providing health insurance, free medical care, mental health support, skill training, and sustainable job opportunities. A grievance redressal mechanism will also be implemented to address families’ issues promptly.

Funding will be allocated in the State Budget, with local bodies submitting regular progress reports. Field visits from experts and officials will assess family situations, with Corporate Social Responsibility funds potentially utilized.

The government will also re-evaluate the Ashraya project for destitute families, updating beneficiary lists.
