Washington D.C. – The Trump administration is reportedly considering a major shakeup within Immigration and Customs Enforcement (ICE) due to frustrations over the agency’s ability to meet ambitious arrest goals, according to multiple sources familiar with the discussions.

The White House, earlier this year, set a target of 3,000 daily immigration arrests for ICE, a number considered challenging given the agency’s existing resource and personnel constraints. While ICE has increased arrests, it has consistently fallen short of the administration’s benchmark, leading to internal tensions.

Sources indicate plans are underway to reassign at least a dozen directors of ICE field offices nationwide, with senior officials believing these leaders are underperforming. ICE currently operates 25 field offices across the country.

“While we have no personnel changes to announce at this time, the Trump Administration remains laser focused on delivering results and removing violent criminal illegal aliens from this country,” stated Homeland Security spokesperson Tricia McLaughlin.

Since President Trump took office and issued a directive for mass deportations, ICE has faced a barrage of criticism. The agency has drawn fire from within the administration for perceived underperformance, from lawmakers and advocacy groups for alleged overreach, and from a public increasingly taking action to obstruct immigration enforcement.

To augment immigration arrest numbers, the Department of Homeland Security (DHS) has deployed U.S. Border Patrol agents across the country to assist ICE. These agents have been involved in several high-profile confrontations with protesters and have been at the center of some of the administration’s most controversial enforcement operations.

Discussions have reportedly included replacing some ICE field office heads with Border Patrol officials. Gregory Bovino, chief patrol agent of the El Centro sector, is leading the administration’s immigration enforcement efforts in Democratic-led cities, including Chicago. DHS and the White House have publicly praised Bovino and the Border Patrol’s contributions. Currently, over 1,500 Border Patrol agents are assisting ICE with immigration enforcement across the U.S.

Concerns have been raised about the potential implications of replacing ICE leadership with Border Patrol officials, given the distinct functions each agency performs, despite both falling under DHS.
