**Thiruvananthapuram, October 11, 2025** – India is on the cusp of a second “White Revolution,” with a renewed focus on value addition and exports to bolster farmer incomes, according to Meenesh C. Shah, Chairman of the National Dairy Development Board (NDDB). Shah made the announcement while addressing a seminar organized by NDDB and the Kerala Cooperative Milk Marketing Federation (Milma) in Thiruvananthapuram on Saturday.
The initiative, dubbed “White Revolution 2,” aims to strengthen dairy cooperatives nationwide and increase milk procurement to over 10 crore litres per day within the next four to five years by incorporating more farmers. NDDB is prioritizing breeding, health, and nutrition initiatives to address productivity challenges within the sector.
While the Indian dairy sector has made significant strides, Shah highlighted that 60% to 65% of milk production is still managed by the unorganized sector. NDDB’s vision is to increase the organized sector’s share to 65% to 70%, while also pushing for a greater proportion of value-added dairy products to improve farmer profitability.
Preparing for the export market is another key priority. While India currently accounts for a mere 0.5% of the global market, NDDB envisions a significant increase in the next ten to twenty-five years. Overcoming the challenge of foot-and-mouth disease (FMD) through ongoing vaccination programs is crucial for unlocking export potential.
Speaking at the seminar’s inauguration, Minister for Animal Husbandry J. Chinchurani expressed Kerala’s ambition to become India’s largest milk producer. The state aims to achieve self-sufficiency in milk production by reducing costs and enhancing productivity.
The seminar, held in commemoration of the UN’s “International Year of Cooperatives” and NDDB’s diamond jubilee, was attended by key figures from the dairy industry, including Milma chairman K.S. Mani, NDDB Executive Director S. Rajeev, and other regional cooperative leaders.
