**Geneva -** The United Nations has issued a stark warning about the escalating crisis in Sudan, labeling it “a grave human rights and protection emergency” as the brutal civil war enters its third year. The UN Independent International Fact-Finding Mission for Sudan presented its findings to the Human Rights Council on Tuesday, highlighting the devastating impact on civilians, the weaponization of humanitarian aid, and the growing involvement of foreign actors.
The conflict, which erupted in April 2023 between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF), has resulted in the deaths of tens of thousands and displaced over 13 million people. The UN previously stated Sudan is facing the world’s worst humanitarian crisis.
According to the Fact-Finding Mission, both sides are escalating the conflict by using heavy weaponry in populated areas. Recent incidents include an RSF drone strike on a hospital in North Kordofan that killed six civilians and an SAF bombing in Al Koma that killed at least 15.
Humanitarian aid is also being targeted, with the SAF imposing bureaucratic restrictions and the RSF looting convoys and blocking access. The mission also documented a surge in sexual and gender-based violence, including gang rape, abduction, sexual slavery, and forced marriage, particularly in RSF-controlled displacement camps.
“It is unconscionable that this devastating war is entering its third year with no sign of resolution,” said Fact-Finding Mission member Mona Rishmawi.
The conflict stems from a power struggle between Sudan’s army chief, Abdel Fattah al-Burhan, and RSF leader Mohamed Hamdan Dagalo, who shared power following a military coup in October 2021. The situation has been further complicated by alleged foreign involvement. The Sudanese Army recently accused forces loyal to Libyan commander Khalifa Haftar of attacking Sudanese border posts. Sudan’s Ministry of Foreign Affairs has also accused the United Arab Emirates of backing the RSF, which they deny.
The UN mission called for urgent action to address the ongoing atrocities and hold those responsible accountable for international crimes. The international community is urged to increase humanitarian aid and diplomatic pressure to end the devastating conflict.
