MOSCOW (April 28, 2025) – Russia reiterated its willingness to negotiate directly with Ukraine but insisted on the recognition of its control over five Ukrainian regions—Crimea, Sevastopol, and parts of Donetsk, Luhansk, Kherson, and Zaporizhzhia—as a non-negotiable condition for resolving the ongoing conflict. This declaration comes as U.S. President Donald Trump attempts to broker a ceasefire, suggesting Ukraine might cede Crimea.

Russia’s Foreign Minister, Sergei Lavrov, stated that international recognition of Russia’s claimed territories is imperative. While claiming Russia is open to negotiations, he asserted that Ukraine has not demonstrated a willingness to engage meaningfully. The Kremlin also maintains its demands that Ukraine remain outside of NATO and demilitarize.
