**Chennai, April 20, 2025** – A resort in Koovathur, Chengalpattu district, Tamil Nadu, is continuing operations despite a 2024 Comptroller and Auditor General (CAG) report flagging its illegal construction within a Coastal Regulation Zone (CRZ).

The Golden Bay resort, located in a “No Development Zone,” was built without necessary CRZ clearances, building plan approvals, or consent from the Tamil Nadu Pollution Control Board (TNPCB), according to the CAG report. A fishermen’s association first raised concerns in 2017. A joint inspection in 2021 confirmed the violation, yet as of February 2023, no significant action had been taken.

While the TNPCB claims to have issued a show cause notice, and the Chengalpattu District Collector was requested to take action, the resort remains open. A recent visit confirmed its continued operation. Attempts to reach the District Collector for comment were unsuccessful.

A TNSCZMA official attributed the lack of enforcement to ambiguous language in the 2019 CRZ Notification, unclear approval processes, and inadequate monitoring. The incident highlights ongoing challenges in enforcing environmental regulations in the state.
