**Chennai, April 15, 2025** – Tamil Nadu Chief Minister M.K. Stalin announced the formation of a high-level committee to review Centre-State relations in India, citing concerns over the erosion of states’ rights and autonomy. The three-member committee, headed by former Supreme Court Justice Kurian Joseph, will examine constitutional provisions, laws, and policies impacting federalism.
The committee’s mandate includes recommending ways to restore subjects transferred from the State List to the Concurrent List, addressing administrative challenges faced by states, and suggesting reforms to enhance state autonomy without compromising national unity. The review will also consider past commissions’ recommendations, such as the Rajamannar Committee report.
Chief Minister Stalin highlighted several key grievances, including the imposition of the National Eligibility-cum-Entrance Test (NEET) for medical admissions, overriding state-level policies designed to support marginalized students. He also criticized the central government’s three-language policy under the National Education Policy (NEP) 2020, alleging that it forces Hindi on Tamil Nadu students and resulted in the withholding of ₹2,500 crore in funds. Further, he pointed to the disproportionately low share of tax devolution to Tamil Nadu under the GST regime and the potential reduction of Tamil Nadu’s parliamentary representation due to upcoming delimitation.
Mr. Stalin emphasized the importance of cooperative federalism and the need to protect the autonomy of states, referencing the historical context of India’s federal structure and citing concerns over the increasing centralization of power. The committee’s findings are expected to inform future policy decisions and advocacy efforts by the Tamil Nadu government.
