**Madurai, April 4, 2025** – Kerala Chief Minister Pinarayi Vijayan sharply criticized the Indian central government’s actions, accusing it of undermining the country’s federal structure and promoting communal agendas. Speaking at the CPI(M)’s 24th party congress in Madurai, Vijayan highlighted the over-centralization of power, particularly citing the misuse of Article 356 (President’s Rule) and the expanding Concurrent List as infringements on states’ rights.

Vijayan argued that the overuse of Article 356 contradicts the intentions of Dr. B.R. Ambedkar, the chairman of the Constitution’s Drafting Committee. He pointed to instances where opposition-ruled states faced arbitrary gubernatorial actions and were forced to seek Supreme Court intervention. He also criticized the lack of state consultation on international treaties impacting states, such as those affecting agricultural prices.

The Chief Minister further condemned the central government’s influence on higher education institutions, asserting that the BJP is tightening its control over institutions primarily funded and established by state governments. He stated that this contradicts Dr. Ambedkar’s vision of limited central authority in higher education and prevents states from ensuring quality, secular values, and scientific temper in educational institutions.

Vijayan also condemned the BJP’s attempts to grant citizenship based on religion, describing it as an action designed to undermine the secular fabric of the nation. He concluded by emphasizing the need for symmetrical relations between the Union and states to counter authoritarian tendencies and protect democracy, secularism, and states’ rights. The event was attended by several prominent figures, including Tamil Nadu Chief Minister M.K. Stalin and CPI(M) leaders.
