**New Delhi, April 4, 2025** – Union Commerce Minister Piyush Goyal’s recent criticism of India’s burgeoning food delivery startup sector has ignited a fierce online debate. Goyal urged startups to shift focus from consumer-based apps to more advanced technologies like AI, EVs, and semiconductors, questioning whether India should prioritize “making ice cream” (delivery apps) or “making chips” (semiconductors). He also expressed concern over the rise of online betting apps and their potential for money laundering.

Goyal’s comments, made at a Delhi investment event, sparked immediate backlash. Zepto co-founder Aadit Palicha defended the sector, highlighting Zepto’s substantial tax contributions (over ₹1,000 crore annually), foreign direct investment attraction (over $1 billion), and significant job creation (150,000 employees). He also pointed out that even global tech giants like Alibaba began with consumer-focused businesses.

Former BharatPe MD Ashneer Grover echoed similar sentiments, acknowledging Goyal’s point but criticizing the government’s lack of support for broader economic growth. He highlighted China’s trajectory, starting with food delivery before transitioning to deep tech, suggesting that the government should focus on fostering a higher growth rate before criticizing current job creators.

He further criticized Finance Minister Nirmala Sitharaman for a perceived hostile stance toward startups and the Reserve Bank of India for allegedly harassing foreign investors. He emphasized the significant funding disparity between China ($845 billion from 2014-2024) and India ($160 billion) in the startup space.
