**New Delhi, April 2, 2025** – A report by the Comptroller and Auditor General (CAG) of India has revealed a significant financial loss to the government due to the state-owned telecom firm Bharat Sanchar Nigam Limited’s (BSNL) failure to bill Reliance Jio Infocomm Ltd (RJIL). The CAG stated that BSNL’s non-compliance with a Master Service Agreement (MSA) since May 2014 resulted in a staggering ₹1,757.56 crore loss to the government exchequer.

The audit found that BSNL failed to bill RJIL for the use of additional technology on BSNL’s shared passive infrastructure for ten years. Furthermore, the company’s failure to deduct license fees from revenue shared with Telecom Infrastructure Providers (TIPs) led to an additional ₹38.36 crore loss. Incorrect billing of passive infrastructure sharing charges, stemming from non-adherence to the MSA’s terms and conditions, including the escalation clause, resulted in a further ₹29 crore loss (including GST).

The CAG report highlights serious lapses in BSNL’s billing practices and contractual compliance, underscoring significant revenue leakage for the government. The findings are likely to spark further scrutiny of BSNL’s operations and raise questions about the effectiveness of its oversight.
