**Hyderabad, March 21, 2025** – Telangana’s Deputy Chief Minister and Finance Minister, Mallu Bhatti Vikramarka, launched a scathing attack on the Bharat Rashtra Samithi (BRS) government’s ten-year budget, labeling it “financial anarchy.” Vikramarka, speaking during a budget discussion on Friday, accused the BRS of gross mismanagement of public funds, citing significant discrepancies between budgeted allocations and actual expenditure.
He highlighted a consistent shortfall in spending, escalating from ₹8,000 crore in 2016-17 to a staggering ₹58,571 crore in 2023-24, representing an average annual shortfall exceeding 15%. Vikramarka presented specific figures demonstrating the BRS government’s failure to utilize allocated funds, including ₹40,000 crore in 2018-19 and over ₹52,000 crore in 2022-23.
The Minister questioned the developmental impact of the ₹16.70 lakh crore spent over the past decade, pointing to a lack of significant infrastructure projects. He specifically criticized the Kaleshwaram project, stating that despite the expenditure of ₹1 lakh crore, it remains ineffective due to structural failures. Further criticisms included the alleged ₹77,000 crore debt owed to Singareni Collieries, the sale of the Outer Ring Road under a 30-year lease, and the advance collection of excise revenue.
Vikramarka also cited a CAG report revealing ₹2.30 lakh crore spent without Assembly approval. He contrasted the BRS’s alleged financial irregularities with the Congress government’s approach, stating that while the Congress government had repaid ₹1,53,359 crore in BRS loans, its net debt increase was only ₹4,682 crore. He added that ₹1,34,000 crore has been allocated to welfare programs under responsible financial management. The Congress government claims it is implementing corrective measures to restore fiscal discipline in the state.
