Fri Mar 21 07:09:31 UTC 2025: ## Top Russian Official Visits North Korea Amidst Ongoing Ukraine Conflict
**Seoul, South Korea – March 21, 2025** – Sergey Shoigu, Russia’s Security Council secretary, arrived in Pyongyang on Friday for a meeting with North Korean leader Kim Jong Un, according to reports from Russian and North Korean state media. While details remain scarce regarding the purpose of the visit, the meeting comes at a critical juncture in the ongoing Russia-Ukraine conflict and amid reports of increased North Korean military support for Russia.
Intelligence officials from the U.S., South Korea, and Ukraine have previously revealed that North Korea has supplied a significant amount of conventional weapons and possibly 10,000-13,000 troops to Russia. This support is suspected to be in exchange for economic and military assistance from Russia. Experts predict North Korea will continue to bolster its support of Russia in order to maximize benefits before the war concludes.
Shoigu’s visit follows a limited ceasefire agreement in principle between Ukraine and Russia, brokered by President Donald Trump. However, the implementation and specifics of this ceasefire remain uncertain.
The timing of the meeting also coincides with North Korea’s recent test-launch of new anti-aircraft missiles, its sixth weapons testing this year. These launches occurred simultaneously with the conclusion of the U.S. and South Korean joint military exercises, “Freedom Shield,” which North Korea condemned as an invasion rehearsal. North Korea’s Defense Ministry issued a strong warning against further such exercises.
The meeting could also be linked to potential future discussions between Kim Jong Un and Russian President Vladimir Putin. Putin invited Kim to Moscow in June 2024 following their signing of a major mutual defense treaty. Previous visits by Shoigu to North Korea, including one in 2023 where he viewed a North Korean arms exhibition, suggest a growing military and strategic partnership between the two nations.
While President Trump has expressed willingness to re-engage with Kim on denuclearization, many experts believe Kim’s current focus on supporting Russia’s war effort may preclude serious consideration of this outreach in the near future. The previous attempts at diplomacy between Kim and Trump in 2018-19 ultimately failed due to disagreements over sanctions.
