**GUWAHATI, March 16, 2025** – Mizoram Chief Minister Lalduhoma criticized the central government on Sunday for denying his state security-related expenditures (SRE), arguing that its peaceful nature should not be penalized. Following a meeting with Union Home Minister Amit Shah in Guwahati, Lalduhoma stated that Mizoram, unlike other northeastern states, receives no SRE despite being the “most peaceful state in the country.” He ironically requested a “peace bonus” to compensate for the lack of funding.
The meeting, also attended by representatives from other northeastern states including Manipur (represented by its Governor due to President’s Rule), focused on implementing three new criminal laws: the Bharatiya Nagarik Suraksha Sanhita, Bharatiya Nyaya Sanhita, and Bharatiya Sakshya Adhiniyam. Lalduhoma highlighted internet connectivity as a major obstacle to implementing these laws in Mizoram. He urged the Ministry of Communication and Information Technology to address this “perennial issue.”
Further straining Mizoram’s resources is the presence of approximately 41,000 displaced people from Myanmar, Bangladesh, and Manipur. The Chief Minister stressed the need for continued central support to manage the humanitarian burden. He also pointed to the state’s extensive international borders with Myanmar and Bangladesh, highlighting the need for more immigration checkpoints, police personnel, vehicles, and funding – all areas that SRE would typically address.
Sikkim’s Chief Minister, Prem Singh Tamang, also expressed challenges in implementing the new criminal laws, citing the state’s international borders and the need for enhanced border surveillance and technological upgrades for law enforcement. During the meeting, Home Minister Shah released a booklet outlining standard operating procedures for the new criminal laws. The meeting was attended by Chief Secretaries, Directors General of Police, and key central officials from all eight northeastern states.
