**KYIV** – Ukrainian President Volodymyr Zelensky has accused Russian President Vladimir Putin of employing manipulative tactics in response to a proposed 30-day ceasefire. Zelensky, in his nightly address, denounced Putin’s statement as “predictable” and designed to obstruct peace efforts.
