**DEIR AL-BALAH, Gaza Strip (March 9, 2025) –** Israel announced it will send a delegation to Qatar on Monday to advance ceasefire negotiations in Gaza, following reports of “positive signals” from Hamas in talks with Egyptian and Qatari mediators. The second phase of truce negotiations, scheduled to begin a month ago, remains stalled.
The Israeli Prime Minister’s office confirmed the delegation’s deployment, citing an invitation from U.S.-backed mediators, while Hamas offered similarly vague confirmation of positive developments. The White House has yet to comment, despite confirming direct U.S. talks with Hamas earlier this week.
Israel’s recent actions, including a complete cutoff of supplies to Gaza’s 2 million residents, have intensified pressure on Hamas to release half of its remaining hostages – 24 living and 35 deceased – in exchange for an extension of the first phase ceasefire and a commitment to lasting peace. Hamas contends that Israel’s actions will endanger the hostages.
The current ceasefire, reached after the deadliest conflict in Israel-Hamas history (sparked by a Hamas attack on October 7, 2023), has seen some progress. The first phase resulted in the release of 25 living hostages and the remains of eight others, in exchange for almost 2,000 Palestinian prisoners. However, hundreds of thousands of displaced Palestinians remain vulnerable, as Israel’s suspension of aid deliveries threatens already strained resources.
Meanwhile, relatives of the remaining hostages appealed directly to U.S. President Donald Trump, warning against a return to war. Simultaneously, Muslim foreign ministers, meeting in Saudi Arabia, rejected Trump’s proposal to resettle Gaza’s Palestinian population, instead endorsing an Egyptian-led plan for an administrative committee to govern Gaza and oversee reconstruction. This plan, supported by several Arab nations and European powers, explicitly rejects the forced displacement of Palestinians as ethnic cleansing. The ministers also condemned Israel’s cutoff of supplies as a policy of starvation.
Adding to the tensions, an Israeli airstrike killed two Palestinians in Rafah on Saturday. The Israeli military claimed the strike targeted men operating a drone that entered Israeli airspace. Gaza’s Health Ministry reports over 48,000 Palestinian deaths, mostly women and children, since the start of the conflict. Hamas’ October attack resulted in approximately 1,200 deaths in Israel.
