**Washington, D.C. – March 6, 2025** – The United States Department of Justice unsealed indictments against ten individuals, eight from Anxun Information Technology (i-Soon) and two from the Chinese Ministry of Public Security, accusing them of participating in a years-long cyber espionage campaign. The operation targeted a wide range of victims, including U.S. government agencies (the Defense Intelligence Agency and Department of Commerce), foreign ministries (Taiwan, South Korea, India, and Indonesia), news organizations critical of China, the New York State Assembly, and religious groups.

The indictment portrays i-Soon as a key player in China’s “hacker-for-hire” ecosystem, allegedly charging Chinese intelligence agencies between $10,000 and $75,000 per successfully hacked email inbox. Simultaneously, the U.S. Treasury Department sanctioned Shanghai Heiying Information Technology Company and its founder, Zhou Shuai, for allegedly selling stolen data from sensitive U.S. critical infrastructure networks. Some of this data was reportedly acquired by previously sanctioned Chinese hacker Yin Kecheng. Both Zhou and Yin were also indicted.

The U.S. government is offering a $10 million reward for information leading to the arrest and conviction of those involved. This coordinated action highlights the increasing concern over Chinese cyberattacks and their impact on global security and data integrity.
