**Chandigarh, March 6, 2025** – The Haryana Assembly’s Budget session, commencing Friday, is expected to be turbulent, with the opposition Congress poised to confront the ruling BJP on several key issues. The session will begin with the Governor’s Address on March 7th, followed by a general discussion on the address from March 10th to 12th. Chief Minister Nayab Singh Saini, who also holds the Finance portfolio, will present the 2025-26 budget on March 13th, with further discussion scheduled for March 17th and 18th. The session is slated to conclude on March 25th.

Congress leader and former Chief Minister Bhupinder Singh Hooda has indicated the party will aggressively raise concerns about paper leaks in state examinations, rising unemployment, deteriorating law and order, and widespread corruption. Hooda accused the BJP government of shielding those involved in the paper leaks and cited numerous instances of scams. He also highlighted the impact of recent heavy rains on farmers’ crops, increasing debt, and the overall decline in public safety. The Indian National Lok Dal has also pledged to raise various public interest issues during the session.

Adding to the pre-session tension, the Congress party is yet to appoint a new Leader of the Opposition, despite the BJP securing a third consecutive term in last year’s assembly elections. The government plans to introduce a revised bill to regulate travel agents, aiming to crack down on those facilitating illegal emigration of Haryana youth. The government also intends to implement the ‘Lado Lakshmi Yojana,’ a scheme promising ₹2,100 in monthly financial assistance to women, a key promise from the BJP’s successful election campaign.

Ahead of the budget presentation, Chief Minister Saini held consultations with various groups and MLAs from both the ruling and opposition parties. Saini described the upcoming budget as growth-oriented, prioritizing agriculture, education, health, sports, infrastructure, and women’s empowerment, aligning with Prime Minister Modi’s vision of a “developed India” by 2047. He also highlighted the government’s efforts to improve governance over the past decade.
