**New Delhi, February 21, 2025** – The Telecom Regulatory Authority of India (TRAI) released its recommendations Friday for a new framework governing broadcasting service authorizations under the Telecommunications Act, 2023. The proposals aim to streamline the process and promote growth in the sector.
Key recommendations include eliminating the ₹100 crore minimum net worth requirement for Internet service providers offering IPTV, aligning regulations with internet service authorizations, and making radio broadcasting service terms technology-agnostic to encourage digital adoption. TRAI also suggests separating terrestrial radio service authorization from frequency assignment and allowing the Information & Broadcasting Ministry to establish separate Programme and Advertisement Codes for radio broadcasters.
The new framework proposes two sets of rules: “The Broadcasting (Grant of Service Authorisations) Rules” and “The Broadcasting (Television Channel Broadcasting, Television Channel Distribution, and Radio Broadcasting) Services Rules.” It suggests granting broadcasting service authorizations under Section 3(1)(a) of the Telecommunications Act and harmonizing terms for similar services. Migration to the new regime for existing licensees will be voluntary until their current licenses expire, with no processing or entry fees for migration.
TRAI also proposes adding new service categories like “Ground-based Broadcasting of a Television Channel” and “Low Power Small Range Radio Service,” and suggests amendments to service authorization terms (excluding national security concerns) should require TRAI’s recommendations. Infrastructure sharing among broadcasting and telecom service providers is encouraged where feasible. Finally, the authority suggests revising fees and charges for various broadcasting services. These recommendations are a result of a consultation process initiated in October 2024, following a request from the Ministry of Information and Broadcasting in July 2024.
