OLYMPIA, WA – Dozens of Head Start programs across 23 states are facing potential closure after experiencing delays in accessing previously approved federal funding. A survey by the National Head Start Association reveals that over 45 programs, serving approximately 20,000 children, have been unable to draw down funds since a now-rescinded federal funding freeze implemented in the early days of the Trump administration.

While the White House claims Head Start programs shouldn’t have been affected and a judge blocked the freeze, the funding delays persist, impacting payroll and operational expenses. The Administration for Children and Families attributes the problem to technical issues within the payment system, stating the system is now operational but experiencing lags due to high request volume.

The consequences are dire. Several programs have temporarily shut down, and many more are on the brink. In Washington state, one rural program serving 100 children, 12% of whom are homeless, remains unable to access funds to pay bills. Similar situations are reported in Illinois and Wisconsin, with some programs temporarily closing and others facing imminent closure.

“This is terrible,” said Lauri Morrison-Frichtl, executive director of the Illinois Head Start Association. “These families are the most at risk, the most vulnerable… and they depend on us for many services.”

Senator Patty Murray (D-Wash.) criticized the situation, blaming the delays on “Trump’s chaotic, illegal attempts to block critical funding.” She called for the immediate release of the funds and condemned any efforts to cut funding without congressional approval.

While the immediate crisis is centered on technical issues, the experience has left many in the early childhood education community deeply concerned about the future stability of their programs under the current administration. The long-term impact on families and children who rely on these vital services remains a significant concern.
