**Bengaluru, February 6, 2025** – A de-addiction center in Bellandur, Bengaluru, has been shut down and fined ₹1 lakh following an investigation into allegations of torture and inhumane treatment. The State Human Rights Commission (SHRC) launched the probe after a 45-year-old man, admitted to the Nava Jeevana Foundation in 2022, filed a complaint detailing his ordeal.
The SHRC investigation revealed that the man’s admission was related to a family property dispute, not a genuine need for addiction treatment. He alleged daily torture and assault, and was prevented from contacting friends. A raid by SHRC officials confirmed severe overcrowding; 82 inmates were housed in a 2400 square foot space with inadequate bathroom facilities and many sleeping on the floor. The center was also found to be forcing inmates to perform menial labor, violating licensing conditions.
The center, which allegedly housed far more than the permitted 40 inmates, was operating illegally. The SHRC’s findings led to the Deputy Commissioner of Bengaluru (Urban) ordering a team of doctors to investigate, resulting in the closure and fine.
SHRC sources express concern over the proliferation of such centers in Bengaluru, estimating around 200 operating in and around the city, many owned by businessmen and realtors. They highlight a lack of monitoring and enforcement despite licensing, leading to systemic abuse. The SHRC encourages those who have suffered similar mistreatment to file complaints. The incident underscores the urgent need for stricter regulation and oversight of de-addiction centers in the region.
