**New Delhi, February 5, 2025** – The Union Home Ministry has issued a stern warning to all state governments regarding the improper use and incomplete depiction of the Indian State Emblem. A letter sent to all Chief Secretaries highlights the frequent omission of the motto “Satyamev Jayate” (Truth Alone Triumphs) in Devanagari script from the Lion Capital logo.
The Ministry emphasized that the emblem, adapted from the Sarnath Lion Capital of Ashoka, is incomplete without the motto displayed beneath the three lions. This omission, the letter stated, constitutes a violation of the State Emblem of India (Prohibition of Improper Use) Act, 2005.
The Ministry’s directive also addresses the unauthorized use of the emblem by individuals and organizations. It reiterated that the emblem’s usage is strictly regulated under the 2005 Act and the 2007 rules, and warned of strict action against those found in violation. State governments have been instructed to take appropriate action against officials responsible for incomplete displays and individuals/organizations using the emblem without authorization. The complete emblem includes three lions on the abacus, a Dharma Chakra in the center, a bull and a horse flanking the lions, and Dharma Chakras on the extreme left and right, all with the motto “Satyamev Jayate” inscribed below.
