Tue Feb 04 13:30:36 UTC 2025: ## Bihar Receives Massive Budget Boost in 2025, Aiming for Economic Transformation

**New Delhi, February 5** – Bihar is the biggest winner in Budget 2025, receiving a significant financial injection aimed at boosting its infrastructure, economy, and attracting voters ahead of the Delhi elections. The budget, hinted at by Union Finance Minister Nirmala Sitharaman’s Madhubani-style sari, mentioned Bihar eight times in her speech.

The allocation includes funding for new greenfield airports, a Makhana Board to support the state’s dominant lotus seed production, a National Institute of Food Technology, expansion of IIT-Patna, and development of Buddhist tourism sites. Furthermore, the budget supports the Western Kosi Canal project, crucial for flood and drought mitigation in the Mithilanchal region.

This marks the second consecutive year of substantial investment in Bihar, following a similar allocation of ₹58,900 crore in 2024. While past investments have been criticized for lack of implementation, the government hopes these new initiatives will improve connectivity, support farmers, particularly those in the makhana industry, and stimulate economic growth. The projects are expected to create jobs and benefit the state’s predominantly rural population.

The budget’s focus on Bihar is viewed as both an economic and political strategy. The BJP aims to consolidate its support in Bihar, a key NDA stronghold, while simultaneously courting Bihari voters in Delhi ahead of the upcoming elections. However, significant challenges remain, including the need for further investment in infrastructure, flood management, and improving the state’s under-developed road network. Critics point out that past large budget allocations haven’t fully materialized due to implementation issues and the state government’s failure to utilize allocated funds effectively.

While the budget aims to address Bihar’s persistent poverty and lagging economic indicators, the ultimate success hinges on effective implementation by both the central and state governments. The state urgently needs improvements in industrial development, education, healthcare, and transportation, particularly addressing the overcrowding of train services. Whether the generous budget allocation translates into tangible improvements for Bihar’s citizens remains to be seen.
