**RAMALLAH/JERUSALEM** – A second phase of prisoner exchanges between Hamas and Israel took place on Saturday, as part of a three-stage ceasefire agreement. Four Israeli female soldiers – Karina Ariev, Daniella Gilboa, Naama Levy, and Liri Albag – who were captured during Hamas attacks on October 7th, were released in exchange for 200 Palestinian prisoners. This follows the initial exchange on Sunday, where three other Israeli soldiers and 90 Palestinian prisoners (69 women and 21 children) were freed.

The release of the Palestinian prisoners sparked jubilant celebrations in the West Bank, with crowds carrying freed individuals overhead. However, the exchanges have also been met with mixed reactions in Israel, with some expressing relief while others view it as a concession to Hamas. This sentiment has unfortunately fueled further unrest. Following the releases, Israeli settlers attacked six Palestinian villages believed to be home to released prisoners, targeting houses and property with firebombs. In addition, Israeli authorities have reportedly visited the homes of released prisoners, confiscating celebratory items and attempting to suppress public expressions of joy. Released prisoners have also recounted instances of coercive measures by Israeli authorities, including being forced to watch videos minimizing the exchange as a victory.

The ongoing ceasefire agreement stipulates the release of additional prisoners in subsequent phases. Negotiations for the second phase, involving the release of more Israeli hostages held in Gaza, are set to commence on February 4th. The third phase will focus on the reconstruction and long-term governance of Gaza.

The prisoner exchanges have highlighted the starkly contrasting experiences of both sides. While Palestinians celebrated family reunions, some Israelis expressed anger over what they see as a defeat. The situation is further complicated by allegations of human rights abuses within the Israeli prison system, with reports of rape and other forms of ill-treatment of Palestinian detainees.
