**Washington D.C.** – The United States has removed restrictions on three key Indian nuclear entities, paving the way for enhanced cooperation in civil nuclear energy. The move, announced Wednesday by the Bureau of Industry and Security (BIS), affects the Bhabha Atomic Research Centre (BARC), Indira Gandhi Atomic Research Centre (IGCAR), and Indian Rare Earths (IRE).
This action, described as a major step forward in realizing the vision of the 2005 US-India civil nuclear agreement, comes just days before the end of the Biden administration. The removal of these entities from the Entity List aims to reduce barriers to joint research and development, and bolster cooperation on clean energy and critical mineral supply chains.
Principal Deputy Assistant Secretary of Commerce for Export Administration Matthew Borman stated that the decision supports US foreign policy objectives and aligns with the strategic direction of the US-India partnership. The BIS emphasized a shared commitment to advancing peaceful nuclear cooperation and associated research and development activities.
National Security Advisor Jake Sullivan had previously announced the administration’s intention to finalize steps to remove these regulatory hurdles, highlighting the unrealized potential of the landmark 2005 agreement between then-President George W. Bush and Prime Minister Manmohan Singh. Sullivan characterized the move as a significant step toward cementing the US-India partnership in civil nuclear energy. The removal of the restrictions is expected to unlock opportunities for greater collaboration between American and Indian firms in the sector.
