**New Delhi, January 16, 2025** – The United States has removed restrictions on three key Indian nuclear entities, paving the way for increased collaboration in civil nuclear energy and clean energy technology. The move, announced Wednesday by the U.S. Bureau of Industry and Security (BIS), affects the Bhabha Atomic Research Centre (BARC), Indira Gandhi Atomic Research Centre (IGCAR), and Indian Rare Earths (IRE).
This action, coming just days before the inauguration of President Donald Trump, is seen as a final push by the outgoing Biden administration to fully implement the landmark India-U.S. civil nuclear agreement signed in 2008. The agreement, initially conceived in 2005, aimed to facilitate the sharing of civilian nuclear technology between the two nations.
Principal Deputy Assistant Secretary of Commerce Matthew Borman stated that the removal of restrictions will enable closer cooperation to secure more resilient critical minerals and clean energy supply chains. The BIS emphasized that this action supports U.S. foreign policy objectives by reducing barriers to advanced energy cooperation, including joint research and development.
National Security Advisor Jake Sullivan had previously announced the impending removal of regulations hindering civil nuclear cooperation between Indian and American firms. He noted that while the vision for this cooperation was established nearly 20 years ago, its full potential remained unrealized until now. This latest move is considered a significant step towards achieving that potential.
