**Chennai, January 5, 2025** – Twenty-five years ago, on November 17, 1999, Chennai Central Prison was the scene of a deadly riot that left 12 dead and scores injured. The unrest, sparked by rumors surrounding the death of an inmate named Vadivelu, resulted in a brutal attack on prison staff and widespread destruction.

The riot began when an inmate falsely claimed that Vadivelu, a known drug peddler and repeat offender, had been beaten to death by prison officials. This ignited a furious response from other inmates, many of whom were Vadivelu’s associates. The prison, already overcrowded with 2,177 inmates against a capacity of 1,427, was plunged into chaos.

The inmates, including hardened criminals and LTTE militants, attacked prison guards, setting fire to the Remission Record Office and brutally murdering Deputy Jailor Jayakumar. The prison superintendent was forced to open fire to quell the riot, leading to injuries among both inmates and police. A police battalion was eventually deployed to regain control after a two-hour standoff.

The aftermath saw 91 prisoners, 36 police personnel, and 10 jail workers hospitalized. The death toll included Jayakumar, a warder, and 11 prisoners. A commission of inquiry later determined that Vadivelu had died of natural causes and that rumors of his murder were deliberately spread to incite the riot. The commission also criticized the prison staff’s failure to protect Jayakumar, highlighting his dedication to duty as a contributing factor to his death.

The incident resulted in criminal charges against over 40 inmates, many of whom were already known for violent crimes. While the trial remains ongoing, the 1999 Chennai Central Prison riot serves as a grim reminder of the challenges of managing overcrowded prisons and maintaining order among a population of hardened criminals.
