**New Delhi, January 4, 2025** – The Union Public Service Commission (UPSC) is searching for two visually impaired candidates, Anil Kumar Singh and Hira Lal Nag, who are owed appointments under the Persons with Disabilities (PwD) quota following a Supreme Court ruling. The UPSC issued a public notice stating that it cannot locate the candidates’ files in its records and has given them seven days to contact the commission with their details. Failure to respond within this timeframe may result in the commission assuming they are no longer interested in the appointments.
The candidates, both belonging to the Other Backward Classes (OBC) community, appeared for the civil services examination in 2008. Their case, along with eleven others, reached the Supreme Court after a protracted legal battle spanning nearly two decades. In July 2024, the Supreme Court ordered the UPSC to consider their appointments within three months.
While the government claims to have complied with the court’s order, allocating positions to five candidates and approving allocations for three others (pending medical examinations), the missing files highlight ongoing challenges in implementing the Persons with Disabilities Act. The government insists that in-principle approval for the remaining three, including Singh and Nag, has been granted, contingent upon successful medical examinations. These are currently being scheduled at AIIMS and Safdarjung Hospital in New Delhi. The UPSC’s inability to locate the necessary documentation underscores bureaucratic hurdles faced by PwD candidates seeking government employment.
