These warnings, which included official notifications to German intelligence and foreign ministry, reportedly detailed concerns about his radical views and alleged harassment of Saudis abroad. While Saudi Arabia had requested his extradition, Germany refused, citing safety concerns.
The attack has sparked widespread condemnation, including a statement from the Saudi Arabian foreign ministry.
