Mon Dec 16 12:35:49 UTC 2024: ## Tamil Nadu Colleges Seek Phased Implementation of UGC Draft Regulations

**COIMBATORE, December 16, 2024** – The Association of Self-Financing Arts, Science and Management colleges of Tamil Nadu (ASFASM) has urged the University Grants Commission (UGC) to revise its draft regulations on minimum instruction standards for undergraduate and postgraduate degrees. The association argues that the proposed sweeping changes are too drastic for immediate implementation and should be introduced in a phased manner to ensure effective adoption and allow for necessary adjustments.

ASFASM secretary, T. Sethupathi, highlighted several key concerns. He pointed out that the regulations fail to address the unique challenges faced by colleges, unlike universities, particularly the lack of funding for infrastructure improvements. He also expressed worry about the impact on already financially struggling institutions facing declining admissions and potential closure. The proposed biannual admissions and multiple entry/exit points were cited as further challenges, along with the difficulties in obtaining necessary approvals from bodies like the National Skill Development Council (NSDC). Finally, Mr. Sethupathi voiced concerns about the extensive changes proposed for postgraduate programmes and the requirement for a first-class postgraduate degree for Assistant Professors teaching undergraduate courses.

The ASFASM has called on the UGC to consider these points and amend the draft regulations to create a more practical, inclusive, and beneficial framework for all stakeholders in the higher education system.
