**NEW DELHI** – The Air Quality Management Commission (CAQM) has implemented Graded Response Action Plan (GRAP) III in Delhi-NCR due to a rapid surge in air pollution levels. The move, announced Monday, comes in response to a deteriorating Air Quality Index (AQI) of 367 and unfavorable weather conditions, a common occurrence from November to January.
A key component of GRAP III is a recommendation for hybrid learning models for schools up to the 5th grade. This allows for a mix of online and in-person classes, with the final decision on the mode of instruction left to students and parents. This applies to Delhi and NCR districts including Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar. While the CAQM recommends online learning, it remains optional. State governments are currently considering the implementation of this hybrid model.
GRAP III also enforces restrictions on non-essential diesel vehicles that are BS-IV compliant or older within Delhi, and prohibits entry of BS-IV diesel light commercial vehicles registered outside Delhi. These measures aim to curb vehicular pollution.
The decision to implement a hybrid learning model prioritizes children’s health, as they are particularly vulnerable to the adverse effects of high AQI levels, which can exacerbate respiratory and cardiovascular problems.
Environmental experts have praised the implementation of GRAP III, but emphasize that it’s not a long-term solution. They call for addressing persistent pollution sources such as construction activities, industrial emissions, and vehicular exhaust. Many schools in Delhi-NCR have already begun offering parents the option of online classes.
The effectiveness of GRAP III will depend on its implementation by the government and schools. Citizens are advised to minimize outdoor exposure.
