**Thiruvananthapuram, Kerala –** The Kerala state government has decided to postpone signing a memorandum of understanding (MoU) for the Union government’s PM SHRI (PM Schools for Rising India) scheme. The decision, announced December 8th, follows concerns over provisions within the National Education Policy (NEP) and fears of central government overreach.
The PM SHRI scheme aims to establish 14,500 model schools nationwide, showcasing the NEP 2020. However, Kerala’s reservations stem from opposition to certain aspects of the NEP, particularly regarding recent revisions to school textbooks and perceived threats to secularism and democracy. The state government also expressed concern that the scheme would create a two-tiered system within Kerala’s schools.
The Union government’s withholding of funds under the Samagra Shiksha scheme in the 2023-24 financial year, allegedly linked to the signing of the PM SHRI MoU, was viewed by Kerala as arm-twisting. Despite contributing 40% of Samagra Shiksha funds, the state government ultimately decided against signing the MoU, citing policy inconsistencies.
The CPI’s opposition to the MoU further solidified the decision. While the state previously indicated its intent to sign the agreement, concerns regarding the impact on Kerala’s public education policy ultimately prevailed. This decision raises concerns about the future of the Samagra Shiksha, Kerala (SSK) program and its various initiatives for differently-abled students. The potential for disruptions to SSK projects, including salaries for resource personnel and the distribution of assistive devices, is now a significant worry.
