**Belagavi, Karnataka (December 9, 2024)** – The Karnataka Legislative Assembly’s winter session, commencing today in Belagavi, is expected to be a highly charged affair. The ruling Congress, buoyed by recent by-election wins, anticipates intense clashes with the BJP opposition over several contentious issues, including the MUDA case, a Waqf land dispute, and maternal deaths in Ballari. Internal strife within the BJP is also expected to play a role.
The session will see a significant number of protests, with over 64 organizations, including the Maharashtra Ekikaran Samiti and various farmers’ and workers’ groups, seeking permission to demonstrate outside the Suvarna Soudha.
A substantial amount of legislative business is on the agenda. Speaker U.T. Khader reported receiving over 3,000 questions, numerous call attention motions, and requests for several private member bills. Four key bills expected to be tabled are:
* **Karnataka Rural Development and Panchayat Raj University (Amendment) Bill, 2024:** This controversial bill seeks to replace the Governor with the Chief Minister as the university chancellor, potentially escalating tensions between the government and Raj Bhavan.
* **Karnataka Mineral Rights Tax Bill, 2024:** This bill introduces a new tax on the exercise of mineral rights, ranging from ₹20 to ₹100 per tonne depending on the mineral.
* **Karnataka Labour Welfare Fund (Amendment) Bill, 2024:** This bill aims to significantly increase the labour welfare fund corpus, raising the annual collection from ₹42 crore to ₹100 crore.
* **Karnataka Groundwater Regulations and Control of Development and Management Amendment Bill:** This bill focuses on improving the safety of open borewells by holding drillers and landowners accountable for accidents.
Three additional bills—the Karnataka Hindu Religious Institutions Charitable Endowments Bill, and two concerning the prevention of disqualification from the legislature—are currently pending with the Governor. The next two weeks promise intense political activity in Belagavi.
