**Memphis, TN** – The city of Memphis is resisting federal intervention following a scathing Department of Justice (DOJ) report that uncovered widespread discriminatory policing practices, including excessive force against Black residents. The report, released Wednesday, details how Memphis Police Department (MPD) officers disproportionately target Black individuals for low-level offenses, escalating situations unnecessarily and employing force even when individuals pose no threat.

The 73-page document reveals Black residents are arrested or penalized for loitering and curfew violations at thirteen times the rate of white residents, and cited or arrested for disorderly conduct at 3.6 times the rate. The DOJ investigation concluded that officers “regularly escalate” situations involving non-violent offenses, often resorting to excessive force immediately. Furthermore, the report highlights a lack of accountability for officers accused of beating suspects in restraints.

The investigation was launched in the wake of the January 2023 death of Tyre Nichols, a 29-year-old Black man who died after a brutal police beating captured on video. Three officers have already been convicted in relation to this incident.

While acknowledging the need for reform, Memphis Mayor Paul Young rejected the DOJ’s offer of a consent decree, a legally binding agreement to implement changes. Young argued that the city can achieve more effective reform through community input and independent experts, claiming a federal decree would be too bureaucratic and costly. City Attorney Tannera Gibson echoed these sentiments, suggesting the DOJ’s investigation was rushed and requesting more time to review the findings.

However, Assistant Attorney General Kristen Clarke defended the investigation, calling it “comprehensive and exhaustive,” and stressed that the citizens of Memphis deserve a police department that protects their rights and builds trust. The report’s findings have reignited calls for police reform, highlighting the ongoing struggle to address systemic racism within US law enforcement. Activists and community members argue that the issues highlighted in the report reflect long-standing concerns that have been ignored for years.
