**The Hague, Netherlands –** India delivered a scathing rebuke of developed nations at the International Court of Justice (ICJ) on Thursday, accusing them of causing the climate crisis and failing to meet their financial commitments to mitigate its effects. The hearing, convened at the request of several Pacific Island nations, examines the legal obligations states have to address climate change.

Luther M. Rangreji, Joint Secretary in India’s Ministry of External Affairs, argued that developed countries, having historically contributed the most to greenhouse gas emissions, bear the greatest responsibility for climate change. He highlighted their exploitation of the global carbon budget and failure to deliver on promised climate finance, including the $100 billion pledged in 2009 and subsequent commitments. Rangreji criticized the developed world for hindering developing nations’ access to their own energy resources while simultaneously enjoying the benefits of fossil fuels.

India acknowledged its commitment to the Paris Agreement climate targets but cautioned against imposing excessive burdens on its citizens. While the nation is committed to Sustainable Development Goals for a significant portion of the global population, Rangreji stressed there are limits to the sacrifices that can be demanded.

The hearing, which will continue over the next two weeks with submissions from 98 countries, seeks an advisory opinion from the ICJ on states’ legal obligations regarding climate change. While non-binding, the court’s opinion is expected to carry significant moral and legal weight in the global fight against climate change.
