**Bengaluru, November 27, 2024** – Karnataka publishers are protesting a new rule imposed by the Department of Public Libraries that requires them to submit affidavits certifying the quality of their books before receiving payment for titles procured in 2023-2024. The rule, introduced on November 13th, affects approximately ₹21 crore in pending payments for around 4,600 books purchased from various publishers. While ₹8.5 crore has already been disbursed, the remaining funds are being withheld pending the submission of affidavits.
Publishers argue the rule is unfair and selectively applied, particularly targeting smaller publishers. They contend that the books were approved by the State Level Book Selection Committee and supplied according to purchase orders. Several publishers have pointed out that some larger publishers have already received payment without fulfilling this new condition.
“Why are we being asked to submit affidavits for books published four years ago and procured only last year?” questioned Akshata Hunchadakatte of Aharnishi Prakashana. Srishti Nagesh of Srishti Publications added, “If poor-quality books are selected, the responsibility lies with the selection committee, not with the writers or publishers.”
Publishers also highlight the added financial strain this rule imposes, especially considering no books were purchased by the department between 2019-2020 and 2023-2024. They have threatened protests if the order is not withdrawn.
The Department of Public Libraries has yet to comment on the matter.
