NEW DELHI – The Indian government has unveiled PAN 2.0, a major overhaul of the country’s Permanent Account Number (PAN) system. The Income Tax Department (ITD) announced the initiative, approved by the Cabinet Committee on Economic Affairs, on November 25th. This project aims to streamline and digitize PAN services, currently spread across three separate online platforms.
PAN 2.0 integrates the e-filing portal, UTIITSL portal, and Protean e-Gov portal into a single, unified platform. This new system will handle all PAN and TAN (Tax Deduction and Collection Account Number) matters, including applications, updates, corrections, Aadhaar-PAN linking, and online validation. The government aims to create a more user-friendly and efficient process for the 78 crore PAN and 73.28 lakh TAN holders in India.
Key features of PAN 2.0 include a completely paperless online process, free-of-charge PAN allotment, updates, and corrections (excluding physical card re-issuance), and enhanced online PAN validation services for various user agencies. Existing PAN cards remain valid, and holders are not required to apply for new ones unless they need to update their information. The new system also incorporates enhanced QR codes on PAN cards for improved verification.
The ITD clarified several key questions about the new system, emphasizing that no action is required from existing PAN cardholders unless they need to update their details. Address changes, for instance, can be made free of charge online through existing Aadhaar-linked services. The project also aims to improve the detection of duplicate PANs.
The government highlighted that PAN will be used as a common business identifier across specified government agencies, as announced in the Union Budget 2023, but will not replace existing PAN numbers. The unified portal will simplify processes and aims to reduce delays in service delivery and grievance resolution.
