**Rockville, MD** – Montgomery County Public Schools (MCPS) is facing criticism for its slow progress in recovering $1.5 million in fees owed by its electric bus supplier, Highland Electric. While MCPS has issued an invoice to Highland Electric, details regarding the recovery process remain unclear, prompting concerns from taxpayers and officials.
An audit by the Montgomery County Inspector General revealed that MCPS should have assessed Highland Electric approximately $372,000 alone for failing to provide serviceable buses between fiscal years 2022 and 2024. This adds to the previously reported $1.5 million in outstanding performance fees.
Superintendent Dr. Thomas Taylor, in a recent meeting, stated that MCPS is “in negotiations” with Highland Electric, adding that severing ties completely isn’t the best option due to existing equipment leases. However, Esther Wells, President of the Montgomery County Taxpayers League, expressed dissatisfaction with this response, calling it lacking in detail and urging MCPS to provide a clear timeline for payment.
Wells also emphasized the need for MCPS to improve internal controls and collaboration with its legal counsel to prevent similar situations in the future. The Taxpayers League is demanding transparency regarding the terms of any payment agreement and a comprehensive plan to address the issues highlighted in the Inspector General’s report.
MCPS has yet to provide a detailed response to 7News’ inquiries regarding the status of the debt recovery and the steps being taken to prevent future financial mismanagement. The situation underscores ongoing concerns about the school system’s management of its electric bus program, which has already faced scrutiny over significant cost overruns.
