**Moscow, Russia –** On the 1,000th day of the war in Ukraine, Kyiv launched its first reported strike using US-supplied Army Tactical Missile System (ATACMS) missiles against Russian territory. Ukrainian officials confirmed the attack, targeting a military facility near Karachev in the Bryansk region, approximately 130 kilometers from the border. While the Ukrainian General Staff confirmed the strike, they did not specify the type of missile used, citing classified information. However, Ukrainian media outlets reported the use of ATACMS, a claim supported by a Ukrainian military official cited by RBC Ukraine. The target was reportedly the 67th Arsenal of the Main Missile and Artillery Directorate of the Russian Ministry of Defense.
Russia confirmed the attack, stating that five out of six missiles were intercepted by its air defenses, with one sustaining damage and causing a small fire at the military facility. Russian authorities reported no casualties or significant damage. However, Foreign Minister Sergei Lavrov described the strike as a “qualitatively new phase” of Western involvement in the conflict, vowing a corresponding response. This escalating situation coincided with Russia’s announcement of an updated nuclear doctrine, expanding the circumstances under which it may use nuclear weapons. The updated doctrine allows for nuclear retaliation against massive conventional attacks on Russian territory, including drone strikes, and considers aggression against Russia or its allies supported by a nuclear power to be a joint attack. Kremlin spokesperson Dmitry Peskov emphasized that Russia would view Ukraine’s use of Western-supplied missiles as an attack supported by a nuclear power.
