**New Delhi** – The Supreme Court of India today sharply criticized the Delhi government for its slow implementation of pollution control measures under the Graded Response Action Plan (GRAP-4), as the national capital region (NCR) grapples with “severe plus” air quality. An AQI exceeding 500 was recorded in several areas, with some locations reaching alarming levels – Mundka at 919 and ITI Jahangirpuri at 762, for example.
The court questioned the delay in activating GRAP-4 protocols despite the critical air quality, stating that any reduction in preventative measures requires its explicit approval. The bench, comprising Justices Abhay S Oka and Augustine George Masih, made it clear that even if the AQI falls below 400, the fourth stage of GRAP will remain in effect without their permission.
Delhi Chief Minister Atishi blamed stubble burning in neighboring states – Punjab, Haryana, Madhya Pradesh, Uttar Pradesh, and Rajasthan – for the alarming pollution levels, accusing the central government of inaction and declaring a medical emergency across north India.
The Supreme Court hearing, prompted by a public interest litigation, follows previous concerns expressed by the court about Diwali fireworks violations. The court has requested an explanation from the Delhi government regarding its implementation of the GRAP and is demanding action to address the ongoing crisis. The hearing underscores the urgent need for effective and timely implementation of pollution control strategies in the NCR.
