**Bengaluru, November 9, 2024:** The Karnataka Labour Department has initiated a public consultation process on its proposed six-day paid menstrual leave policy for private sector employees. This comes after a committee headed by Sapna Mohan recommended the policy following consultations with stakeholders. The feedback, which includes input from women’s organizations, trade unions, and the general public, is expected within a month.

The policy aims to provide women employees with paid leave during their menstrual cycles. However, the proposed six-day leave has sparked debate, with some advocating for a single day of menstrual leave per month, aligning with international norms.

C. Jayamma, representing the All-India Trade Union Congress, questioned the rationale behind the six-day leave, emphasizing that the menstrual cycle occurs monthly. Trade unions have proposed a one-day leave per month, citing the international standard.

R. Pratibha, a committee member and leader of the Garments and Textile Workers’ Union, questioned the need for further consultation after discussions with stakeholders. She acknowledged opposition to the policy from management and some others but suggested the six-day leave could be a compromise.

The proposed policy has also highlighted the stigma surrounding menstruation, as some members were hesitant to even call it “menstrual leave,” preferring to name it “special leave.”

Bihar and Kerala have already implemented menstrual leave policies for government employees and university students, respectively. Earlier this year, Odisha announced a menstrual leave policy for both public and private sector employees.

The Karnataka government’s public consultation will determine the final form of the menstrual leave policy, with the feedback of stakeholders likely playing a crucial role in shaping the final decision.
