According to the council, the Amavasya tithi (no moon day) begins on October 31st at 3:52 PM and ends on November 1st at 6:16 PM. Therefore, the evening of October 31st falls within the Amavasya period, making it the most appropriate day to celebrate Diwali.

The decision to celebrate Diwali on October 31st has been endorsed by leading scholars, including Professor Rampal Sharma, President of the council, and Professor Sudesh Sharma, Director of the Central Sanskrit University. They emphasized that Diwali should be observed on the day when the Amavasya tithi coincides with the auspicious Pradosh period, which falls on October 31st.
