Recent scandals include the appointment of a junior Downing Street aide as the youngest ever peer and the elevation of Evgeny Lebedev, the Russian-born owner of the Evening Standard, who has never voted in the UK.

These measures are intended to make it more difficult for parties to reward donors or favoured individuals with seats in the House of Lords, adding a layer of transparency and accountability to the nomination process.
