Sources indicate that former ambassador Ric Grenell, a Trump ally, facilitated the request for the payment on Melania Trump’s behalf.

Campaign finance and ethics experts have raised concerns about the unusual nature of these payments. Virginia Canter, chief ethics counsel at Citizens for Responsibility and Ethics, described the practice as “self-serving” and emphasized the importance of properly disclosing the source of the payment for transparency and conflict of interest assessment.
