**New Delhi, India:** The Telecom Regulatory Authority of India (TRAI) has recommended that the government lift restrictions on the number of telecom companies that Virtual Network Operators (VNOs) can partner with in a licensed service area (LSA) for wireline services. This recommendation comes after a recent consultation where major telecom companies expressed concerns about multi-parenting, fearing a potential competitive disadvantage and the emergence of “super operators.”
TRAI argues that allowing VNOs to partner with multiple telcos for wireline connectivity would be beneficial for both consumers and the industry. The regulator highlights the lack of widespread wireline coverage in India and the potential for VNOs to fill these gaps, particularly in areas where existing telcos face disruptions or lack coverage.
The authority also emphasizes the potential benefits of multi-parenting for Enterprise Private Automatic Branch Exchange (EPABX) systems, allowing them to pair with multiple telcos and provide more resilient services.
To address security concerns, TRAI suggests that telcos should install lawful interception systems at nodes that receive internet bandwidth from multiple telcos, as mandated under the Internet service provider (ISP) authorization.
Despite pushback from established telecom companies, TRAI believes that multi-parenting can foster competition and enhance the overall telecom landscape in India. The regulator is confident that VNOs can play a significant role in bridging the digital divide and expanding access to affordable, reliable wireline services.
The TRAI recommendations are now awaiting government approval.
