Wed Sep 18 04:11:47 UTC 2024: ## Senators Blast DCI Over Weak Charges Against Recruitment Agency Boss

The Director of Criminal Investigations (DCI) has been criticized by senators for recommending weak charges against Judy Chepchirchir, director of First Choice Recruitment and Consultancy Agency Limited, accused of defrauding jobseekers of over Sh1 billion.

Despite recording statements from 201 victims who lost their savings to the agency, the DCI has recommended that Chepchirchir be charged with obtaining money by false pretenses. Senators, however, argue that this charge is insufficient and have called on the Office of the Director of Public Prosecutions (ODPP) to press more serious charges, including forgery, influence and intimidation of witnesses.

“We want the ODPP to reject the pretense charges,” said Nandi Senator Samson Cherargei. “Forgery, influence and intimidation of witnesses should be the charges.”

The senators also expressed frustration over the lack of action against Chepchirchir, accusing state agencies of protecting her.

“We are satisfied that the offences made are under the penal code and not under anti-corruption and economic crimes act,” said EACC director Mohamud Ahmed. However, the senators, particularly Kisii Senator Richard Onyonka, criticized the EACC’s response and called for its disbandment.

The committee also highlighted the suffering of the victims, including boda boda riders and casual laborers, who sold their possessions to pay for non-existent jobs in Qatar.

The First Choice Recruitment and Consultancy Agency Limited has been de-registered by the National Employment Authority due to its involvement in numerous cases of malpractice.

The senators have vowed to pursue the case and ensure that Chepchirchir faces justice for her alleged crimes. They have also called for a thorough investigation into the alleged protection offered to her by state agencies.

The case is expected to be further discussed at the Senate Labour Committee meeting, with the senators determined to hold those responsible accountable.
