The incident, which occurred in February 2023, has sparked controversy over the use of excessive force by transit officers.
The footage, captured by CCTV, shows the man, identified as Mr. S, speaking with three officers near the train. He then turns away, seemingly complying with the officers’ request to check his ticket. Suddenly, one of the officers grabs Mr. S in a headlock, while another assists in slamming him to the ground.
The CCC found the use of force to be unnecessary and excessive, stating that Mr. S was “not offering any physical resistance and was slowly complying.” While the Public Transport Authority (PTA) claims the officer’s actions were justified due to Mr. S’s alleged threats of violence, the CCC found no evidence to support this claim.
The CCC’s investigation highlighted concerns with the PTA’s investigation of the incident, which was deemed inadequate. The Commission also expressed worry about the potential for serious misconduct associated with the use of force by transit officers, noting that 170 such incidents were reported in 2023.
